While trade skills training programs traditionally focus exclusively on technical instruction, education reformer Mike Feinberg has pioneered an integrated approach that addresses multiple barriers to workforce participation—with childcare access emerging as a critical component.

Through Texas School Venture Fund, established in 2018, Feinberg has launched several interconnected initiatives including WorkTexas, providing free trade skills instruction, and Neighborhood Preschools, addressing critical childcare shortages in underserved communities.

“You can’t get more people into trades and jobs if they have toddlers and no one’s watching the toddler,” explains the educational entrepreneur. “It’s rather ironic that childcare teachers are making half as much as a K-12 teacher, but we’re entrusting them with the most precious lives in the world.”

Using federal and local funding combined with public-private partnerships, Feinberg’s team has established three childcare centers and supports a network of 17 more, serving over 60 children of program participants and community members.

What distinguishes this approach is its integration with broader workforce development efforts. By combining public education pre-K dollars with Department of Labor workforce subsidies, these centers provide truly full-day affordable care aligned with parents’ working schedules.

“It’s a childcare desert in the areas we train,” notes Yazmin Guerra, workforce development leader for WorkTexas. “The majority of people here are low-income, so they qualify for assistance, and our team members support parents in completing necessary applications.”

This comprehensive strategy demonstrates how educational institutions can more effectively address complex barriers to employment through integrated services spanning early childhood through adult education—creating sustainable pathways to economic mobility while simultaneously addressing critical workforce shortages in various sectors.
