RingMD and the Problem of Reliability

Fulcher co-founded RingMD in 2013 at age 21 with a clear problem in focus. Across much of Asia, basic mobile connectivity had expanded faster than healthcare delivery infrastructure, leaving communities without reliable access to physicians. RingMD created a remote consultation platform designed to work in environments where bandwidth was constrained, infrastructure was inconsistent, and each country presented its own regulatory requirements.

The platform grew to operate across multiple Asian countries, and Justin Fulcher has described the foundational premise directly: without basic fundamental healthcare access, many parts of the world face real and lasting disadvantage. That orientation toward essential function over convenience shaped everything from the platform architecture to the company’s approach to market expansion. Durability as a Design Principle

By 2017, Forbes Asia recognized Fulcher on its 30 Under 30 list in Healthcare and Science, acknowledging the reach and impact of what RingMD had built across the region. He later transitioned out of operational leadership, retaining board membership and a minority equity stake.

The lessons carried forward. When Justin Fulcher joined the Department of Defense in 2025 as a Senior Advisor to the Secretary of Defense, he applied the same thinking to a different scale of problem. Defense procurement had long suffered from timelines that left modern technology obsolete before deployment.
